What is the Philippine National Health Research System?

The Philippine National Health Research System (PNHRS) is part of a global movement, which was espoused by the Council on Health Research for Development (COHRED) to establish national health research systems in country settings.

The PNHRS builds on already existing frameworks and is anchored on the principles of the Essential National Health Research on inclusiveness, participation, quality, equity, efficiency and effectiveness.

What are the objectives of the PNHRS?

The PNHRS aims to promote and enhance cooperation between and among the organizations and networks within the PNHRS to share and pool resources; to develop capacities for knowledge production, use and management, research management and financing; and to avoid duplication, thus deliver solutions with greater impact to the pressing health problems of the country.

The Memorandum of Understanding between the DOST and the DOH for the establishment of the PNHRS was signed on March 17, 2003 during the anniversary of the PCHRD.

bullet-circle Who are involved in the PNHRS?

The PNHRS involves all the stakeholders in health and health-related systems in the country, and is led by the Department of Health and the Department of Science and Technology through the Philippine Council for Health Research and Development (PCHRD). The PCHRD Governing Council is the policy-making body of the PNHRS.


What is the status of the PNHRS?

The DOST and the DOH have drafted the Implementing Rules and Regulations (IRR) for the PNHRS. The Philippine Health Research Forum (PHRF), an inter-organizational technical working group and one of the mechanisms of the PNHRS, will meet in August to work out the series of activities to operationalize the PNHRS.
