PNHRS Committees

Background

Six (6) Committees were organized and convened by PCHRD-DOST and DOH to provide the framework for the implementation of the six (6) components of the Philippine National Health Research System (PNHRS), namely:

1.) Research Agenda
2.) Ethics
3.) Capacity Building
4.) Research Utilization
5.) Resource Mobilization
6.) Structure, Organization, Monitoring and Evaluation

Functions/Responsibilities

  • Provide the core agencies technical assistance in establishing running systems for the PNHRS as well as in overseeing implementation of its subsystems.
  • Come up with the following required outputs for their respective components:
    • Situationer
    • Proposed programs
    • Proposed strategies to implement the program
    • Proposed action plans (long term; year 2004)
    • Proposed indicators for monitoring and evaluating the component
    • Responsibilities/functions of the Committee members and PNHRS stakeholders and actors
    • Implementing Rules and Regulations for the component

The Committees are (1) Research Agenda; (2) Ethics; (3) Capacity Building; (4) Research Utilization; (5) Resource Mobilization / Generation and (6) Structure, Organization, Monitoring & Evaluation.


  1. Research Agenda (Research Management)
    Objective
    • Provide technical and policy advice in setting the health research agenda, formulating policies and addressing matters related to priority setting, proposal review and funding/fund sourcing, and project monitoring and evaluation.

    Functions/Responsibilities

    • Formulate, review, and define policies relevant to the research management component of the PNHRS
    • Monitor and coordinate programs relevant to the following:
      • development of the national health research agenda/priorities
      • exchange of information and provision of technical assistance with regard to proposal development, review, and funding
      • monitoring of researches and resources and their distribution across the country
  2. Ethics

    Objective

    • Ensure adherence to universal ethical principles and values on the dignity of health research participants.

    Functions/Responsibilities

    • Update/disseminate guidelines for health researches involving human participants to address new ethical concerns
    • Promote the creation/standardization/accreditation of institutional ethics review committees in various research institutions/agencies under PNHRS
    • Evaluate how ethical reviews are being processed
    • Monitor the observance of the ethical guidelines during the conduct of research
    • Promote discourse on ethical, social, and moral implications of advances in biomedical, and behavioral research and technology
    • Assess overall performance of the component (to include assessment vis-a-vis achievement of PNHRS goals)
  3. Capacity Building

    Objective

    • Provide technical and policy advice in the development and continuous supply of human and institutional resources for health research.

    Functions/Responsibilities

    • Formulate, review, and define policies relevant to the capacity development component of the PNHRS
    • Monitor and coordinate programs relevant to the following:
      • development of human and institutional capability for health research and all the PNHRS components
      • strategies to track the creation, maintenance, placement, and distribution of a critical mass of human and institutional resources
    • to connect to the other components of the PNHRS
  4. Research Utilization

    Objective

    • Provide technical and policy advice to develop and sustain knowledge management systems, communication, and advocacy strategies to connect research health needs and outcomes, policy, and action.

    Functions/Responsibilities

    • Formulate, review, and define policies relevant to the creation and maintenance of knowledge management systems for producers, processors, translators, infomediaries, and users in the PNHRS
    • Monitor and coordinate programs relevant to the following:
      • nurturing a culture of communicating research and research results for evidence-based decision-making
      • building information and communication resources, including case studies of best practices, to ease access to and exchange of information on health research
      • organizing events and forums as venues for consensus building, discussing, and communicating research and research results
      • advocating and linking research and research results with issues within and outside of the PNHRS
      • educating producers, informediaries and users of health research knowledge systems
    • Assess overall performance of the component (to include assessment vis-a-vis achievement of PNHRS goals)
  5. Resource Mobilization

    Objective

    • Provide technical advice and support to secure sustainable financing, and ensure equity, effective and efficient use of resources for health R&D

    Functions/Responsibilities

    • Propose/recommend and oversee implementation of policies and strategies to increase funds allocated for health R&D
    • Recommend strategies to generate funds from local and international sources
    • Monitor, mobilize, and ensure sharing of resources for health R&D
    • Build up database to track where and how research funds are being spent
    • Establish financing mechanisms to channel funds for health R&D
    • Connect to the other components of the PNHRS
    • Assess overall performance of the component (to include assessment vis-a-vis achievement of PNHRS goals)
  6. Structure, Organization, Monitoring and Evaluation

    Objective

    • Provide technical and policy advice to ensure that health research connects to health needs and outcomes, policy, and action.

    Functions/Responsibilities

    • Refine the organizational structure of the PNHRS as defined in the Memorandum of Understanding (MOU)
    • Define the relationships and interfaces of the different entities within the PNHRS structure, among other things, the PCHRD Governing Council (policy), Philippine Health Research Forum (discussion platform), the Committees, stakeholders, and partners
    • Formulate quantitative and qualitative tools to assess the performance of the System (PNHRS), connecting with those of the Committees (components)
    • Monitor the performance of the System
