President Bongbong Marcos commits to prioritize passage of VIP and CDC bills

President Ferdinand Marcos, Jr. vows to push for the establishment of the Virology and Vaccine Institute of the Philippines (VIP) and the Center for Disease Control (CDC) in his keynote speech during the Philippine National Health Research System (PNHRS) Week on 11 August 2022 at Clark Marriott Hotel, Pampanga.

“As your president, I hope that my presence here today gives a clear signal that this administration continues to support your endeavors,” Marcos emphasized in his address to more than 200 health researchers representing the 17 regions of the country at the main conference of the PNHRS Week celebration.

Leading the VIP program, the Department of Science and Technology (DOST) has highlighted the importance of a research institute for virology in the Philippines, especially in future pandemic responses, as it will also provide more support such as human resource development through more scholarships and world-class research laboratories, especially in the regions.

“I have presented to both houses of Congress the proposed creation of the virology center of the Philippines so that we can consolidate, in a better way, all sources of research and new data,” Marcos stated.

“Secondly, of course, the creation of our own disease control center here in the Philippines so that we are ready for the unfortunate events, that this is not going to be the last pandemic, at least not in our lifetimes,” Marcos added. The CDC is envisioned to be the lead agency for developing communicable disease control and prevention initiatives, primarily responsible for controlling the spread of infectious diseases in the country. 

Hosted by the Philippine Council for Health Research and Development (PCHRD) and the Central Luzon Health Research and Development Consortium, the PNHRS Week served as a platform for the health research community to share their insights and experiences in developing innovative solutions for achieving resilience through health R&D. 

In his speech, the President also expressed his gratitude to the health research community for its contributions to the country’s pandemic response. “There is nothing more heroic in my mind than what you have achieved, not only from me but from all the millions who somehow reaped the benefit of your hard work,” Marcos furthered.

Also present at the celebration are the heads of the PNHRS implementing agencies, namely: Undersecretary Maria Rosario Vergeire of the Department of Health (DOH), Chancellor Carmencita Padilla of the University of the Philippines Manila, and Chairman J. Prospero De Vera III of the Commission on Higher Education (CHED). Meanwhile, DOST Officer-In-Charge Usec. Renato Solidum was represented by the DOST Region III Director Julius Caesar Sicat.

“Indeed, we look forward to a close partnership towards a resilient health system that fosters unity and cooperation not just with our four core implementing agencies and regional consortia, but across all stakeholders in health research,” PCHRD Executive Director Dr. Jaime Montoya, says in his PNHRS report delivered by Dr. Sicat.

Themed, “Health Research: Responding to Challenges to National Recovery and Resiliency,” the PNHRS Week celebration was also attended by virtual participants watching through Zoom and Facebook live. The PNHRS Week is celebrated every second week of August in accordance with Presidential Proclamation No. 1309 of June 2007.

Central Mindanao University bags gold in Oral Research Paper Competition for Undergraduate Thesis in Natural Products

Central Mindanao University’s (CMU) Jason Alcano wins first place at the Oral Research Paper Presentation Competition for the Grantees of the Department of Science and Technology – Philippine Council for Health Research and Development (DOST-PCHRD) Undergraduate Thesis Grant in Natural Products held via Zoom  last 9 August 2022.

Conducted as part of the 15th Philippine National Health Research System (PNHRS) Week, the competition was participated by grantees of the program who received the top six highest average scores from technical evaluators in 2019 and 2021. 

Alcano’s winning research presentation entitled, “Exploring the Philippine Endemic Hornstedtia conoidea fruit and Etlingera elatior inflorescence: Its metabolite profile and antioxidant activity and its potential for functional powder development,” focused on the metabolomic profiling of two understudied edible ginger plants. Parallel to the theme of the 15th PNHRS week, he emphasized how “it is only fitting to tap our own biodiversity, our local plants, to look for alternative medicine and food sources.”

Meanwhile, Wenzel Perian of the Western Mindanao State University and Jerson Angelo Armecin of the Velez College Philippines bagged the 2nd and 3rd place in the competition, respectively. Their studies likewise focused on natural products, specifically on mango peels and seed extracts, and seaweed extracts. 

Highlighting how the research grant and competition serve as a platform to train young researchers, DOST-PCHRD Executive Director Dr. Jaime Montoya explains the relevance of building a pool of well-rounded researchers. “Along with assisting our young researchers in the conduct of research, we believe it is equally important to allow them to gain experience in communicating their studies which is the focus of this activity,” he said. 

“Throughout the years, our researchers have proven that indeed, our talents across the regions are worth supporting. In turn, the Council will always support Filipino researchers of all ages in realizing their potentials and building their capacities in health research through programs such as the Undergraduate Thesis Grant and the Oral Research Paper Competition,” Dr. Montoya added.

Ideas should be given a chance to be proven in the context of science and research – UP Manila Chancellor

“Thank you, PCHRD, for supporting an idea in 1996.” 

University of the Philippines Manila (UPM) Chancellor Carmencita Padilla highlighted the importance of believing in research ideas by citing her work on newborn screening in 1996, during her keynote message for the 40th anniversary of the Department of Science and Technology - Philippine Council for Health Research and Development (DOST-PCHRD) last March 17, 2022.

“In 1996, my mentor, Dr. Carmelita Domingo, and I initiated the newborn screening project in 24 hospitals,” she recalled. “This entails getting a few drops of blood from the heel of a newborn to run tests to diagnose certain conditions that can be treated immediately to save the baby from mental retardation and death.”

Needing to cover 18 private and six government hospitals for an adequate sample size, Dr. Padilla shared how they worked to secure funding for the project from the DOST-PCHRD and UPM. She shared how the support from both institutions paved the way for the research project which became the basis for the National Comprehensive Newborn Screening Program, which is now supported by Republic Act 9288 or the Newborn Screening Act of 2004.

She explained how the project started as Dr. Domingo’s vision. “For 17 years, (she) was trying to get funding. She learned about newborn screening in the US when she was doing her pediatric residency program. That was in the 60s. She wanted the country to join the world in getting it adopted as a national policy.”

Relative to this, she addressed funding agencies to emphasize how important it is to believe in ideas, whether big or small. “Big things come from small ideas. And no matter how small an idea is, they should be given a chance to be proven in the context of science and research.”

“If PCHRD did not give me that half a million (of funding support), and just depended on the private sector for the numbers needed for a national recommendation, then maybe, we still do not have a national newborn screening program.”

Compared to when it started, the program was able to significantly expand its coverage, which now screens for 29 conditions and is implemented by more than 7000 facilities in the country.  (Newborn Screening Program | Department of Health website) Dr. Padilla proudly reported that through the years, “the program has saved thousands of newborns from mental retardation and death.”

In completing research projects, she reminded researchers to keep the greater good in mind and to bring their research output to the people. She also emphasized how the future for health research is a shared responsibility: "With government funding and the academe for a nurturing environment, and the researchers for the continuous supply of new solutions for the old and new issues of the country.” 

“My fellow researchers, I have enjoyed my research journey. Do enjoy your journey,” she concluded.

Dr. Carmencita Padilla is a pioneer in genetics in the Philippines and the Asia Pacific region. She is a Professor of Pediatrics at the College of Medicine and the current Chancellor of the University of the Philippines Manila. She is the Founding Director of the Institute of Human Genetics and the Newborn Screening Reference Center at the National Institutes of Health. Recognizing her varied contributions to the academic growth of genetics in the Philippines, she was conferred Academician of the National Academy of Science and Technology (NAST) in 2008.

Region 6 tops professional, student oral research paper competition

Both professional and student contenders from Western Visayas clinched the first place in the Oral Research Paper Competition during the 15th Philippine National Health Research System (PNHRS) Week held on August 8-9, 2022 at Marriott Hotel, Clark, Pampanga.

Ms. Adrienne Marrie Bugayong Janagap of the University of the Philippines (UP) Visayas bagged the first place in the Professional category with her research entitled, “Tubby and Hmgb2 Interaction and Potential Role in Adipogenesis,” while the winner in the Student category is Ms. Princess Jewel Guzman of Colegio San Agustin-Bacolod, with her research entitled, “Practices and Challenges of Antimicrobial Stewardship among Pharmacists in Selected Community and Hospital Pharmacies in Bacolod City.”

Aiming to provide a platform for the dissemination and sharing of selected health research outputs conducted by both professional and student researchers, the PNHRS holds the competition yearly as part of the PNHRS Week celebrated every second week of August.

The other winners of the competition are as follows:

Professional

  • 2nd place - Region 1: Ms. Sarah Jane Tan of Mariano Marcos Memorial Hospital and Medical Center (Serologic SARS-CoV-2 Antibody Level and Factors Affecting its Production After COVID-19 VAccination Among Employees of MMMHMC)
  • 3rd place - Region 10: Mr. Mark Lloyd Dapar of Central Mindanao University (Quantitative ethnopharmacological documentation and molecular confirmation of medicinal plants used by Monobo tribe of Agusan del Sur, Philippines

Student

  • 2nd place - Region 5: Ms. Maedel Joice B. Castro of Bicol University (CoVfirm: A Web browser Plug-in for COVID-19 VAccine False Information Detection)
  • 3rd place - CARAGA: Ms. Hazel Faith N. Pelpinosas of Caraga State University (A Type of SEIR Model with a Large Set of Undetected Asymptomatic with Short and Long Term COVID-19 Dynamics to Better Comprehend Vaccination Immunity and Treatment

The competition, held in a hybrid format, allows researchers to showcase their research outputs and highlight relevant findings that can be used and adapted to further realize a healthy Filipino community.

The event is among the sessions of the PNHRS week. More sessions and health research events are open for virtual participants until August 12, 2022 which can be accessed through the official website, 15thpnhrsweekcelebration.dost3.ph, or the DOST-PCHRD Facebook page.

Call for applications: 2022 DOST-PCHRD- Undergraduate Thesis Grant in Natural Products

The Department of Science and Technology- Philippine Council for Health Research and Development (DOST-PCHRD) is pleased to announce the call for applications for the 2022 DOST-PCHRD- Undergraduate Thesis Grant in Natural Products.

The said program aims to sustain a research culture in natural products to increase the number of research and later on build a pool of researchers/experts specializing in the field. It supports the Tuklas Lunas program (Drug Discovery and Development Program) of the DOST-PCHRD, which aims to develop safe, effective, and affordable alternative drugs from the country’s natural resources. 

Thesis grants amounting to a maximum of fifty thousand pesos (PHP 50,000.00) will be given to two (2) qualified thesis proposals per region (subject to availability of funds). Upon completion of the thesis project and submission of the required deliverables, six (6) finalists will be chosen to present their completed research during the 16th Philippine National Health Research System (PNHRS) week celebration in August 2023, wherein the top three (3) winners will be selected and recognized.

Who can apply?

The search is open to all undergraduate students of Colleges of Pharmacy, Chemistry, Nursing, and Health and Allied Sciences who have thesis proposals on natural products, specifically utilizing indigenous plants in the region. The thesis projects must be completed no later than May 31, 2023.

How to apply?

Applicants should submit the following documents to their respective Regional Health Research and Development Consortium (RHRDC):

  1. Duly accomplished prescribed research proposal form with college seal;
  2. Endorsement letter from the institution signed by the head of the university and the college dean;
  3. Soft copy of the proposal (word and PDF format);
  4. Hard copy of the proposal using A4 paper (3 copies);
  5. Certificate of plant authentication;
  6. Appropriate clearances;
  • Bureau of Animal Industry clearance for studies involving animal subjects
  • Biosafety Clearance for studies involving genetic engineering and pathogenic organisms
  • National Commission on Indigenous Peoples Clearance for studies involving Indigenous Peoples
  • Gratuitous Permit from Biodiversity Management Bureau for studies involving collection of flora and fauna from DENR Protected Areas
  • Ethical clearance for studies involving human subjects
7. Curriculum vitae of the students and adviser.
  

Selection Criteria

The research proposals will be rated based on the following criteria:

1. Technical merit
  • Objectives are specific, measurable, attainable, relevant, and time-bound;
  • The study design supports the objectives; and
  • The study sample and methodology are appropriate.
2. Data management
  • The plan for data collection is clearly described;
  • Quality control procedures for data collection are in place; and
  • Statistical analysis is well described.
3. Relevance/Significance
  • The study addresses an important health problem; and
  • The study contributes to the advancement of scientific knowledge.
4. Proponent/institution’s capacity
  • The investigators are qualified and appropriately trained to carry out the study;
  • The proposed study is appropriate to the experience level of the investigators; and
  • The implementing/cooperating institution is capable of carrying out the proposed study.

Thesis Grant 

  1. Two (2) thesis proposals will be selected in each region. Researchers will receive a grant amounting to a maximum of fifty thousand pesos (PHP 50,000.00).
  2. The thesis grant will be deposited to the bank account of the thesis adviser and will be liquidated after the completion of the study.
  3. A Memorandum of Agreement will be signed between the students, adviser, head of the institution, and DOST-PCHRD.
  4. The grant must be expended as allocated in the approved line-item budget

Competition and Cash Awards

Six (6) grantees will be selected as finalists to present their studies during the 16th Philippine National Health Research System (PNHRS) week celebration in August 2023. The top three (3) presenters will receive the following prizes:

First prize = PHP 30,000.00 

PHP 20,000.00 for the student

PHP 10,000.00 for the adviser

Second prize = PHP 22,000.00 

PHP 15,000.00 for the student

PHP 7,000.00 for the adviser

Third prize = PHP 15,000.00 

PHP 10,000.00 for the student

PHP 5,000.00 for the adviser

Consolation prize

PHP 5,000 per group

Finalists will also receive a plaque of recognition.
