WVHRDC joined the 7th PNHRS Week Celebration in Ilocos Norte

PLAZA DEL NORTE HOTEL & CONVENTION CENTER, Paoay City, Ilocos Norte, August 7-9, 2013 – the 7th Philippine National Health Research System (PNHRS) Week Celebration, hosted by the Region 1 Health Research and Development Consortium (R1HRDC), was attended by ~500 participants from the 17 regional health research and development consortia all over the country. With this year’s theme “People at the Center of Health and Health Research,” the conference serves as a platform for various stakeholders to come up with health solutions by way of research and development. The conference is continually reinforced by the four PNHRS’s core agencies namely the Department of Health (DOH), Department of Science and Technology-Philippine Council for Health Research and Development (DOST-PCHRD), Commission on Higher Education (CHED) and the University of the Philippines Manila-National Institute of Health (UPV-NIH). The celebration of the PNHRS Week is every second week of August by virtue of the Presidential Proclaimation 1309 issued on 2007.

The three-day conference includes Pre-conference (August 7) sessions on Ethics in Health Research and Indigenous Peoples’ Health, roundtable discussion on Health System Shapers, Student Research Competition, mentoring session on Writing for Scientific Journals; Conference activities (August 8) where there are Opening of Exhibits on Student and Professional Research and Consortium Poster, Regional Research Paper Professional Category Competition, panel discussion on Research for Peoples’ Health, Fellowship and Cultural Night at Teatro Ilocandia; (August 9) panel discussion on Generating More Quality Health Research Proposals and Awarding Ceremonies for the Gruppo Medica Award, Student and Professional Research Oral and Poster Competition, and Best Consortium Poster Exhibit Contest. However, the Signing Ceremonies for the Implementing Rules and Regulations of the PNHRS Act (RA10532) shall be scheduled sometime this year.

During the event, the Western Visayas Health Research and Development Consortium (WVHRDC) has actively participated in the mentoring session on Writing for Scientific Journals with Prof. Charmaine S. Malata (West Visayas State University) as one of the reviewers and Dr. Renato C. Ong, Jr. (WVSU-Medical Center) as one of the pre-selected participants. Meanwhile, in the panel discussion on Generating More Quality Proposals, the National and Regional Unified Health Research Agendaand some strategies on how to increase the number ofresearchesfunded were discussed. As one of the four panelist during the session, Dr. Alice Joan G. Ferrer, Executive Director of the WVHRDC, highlighted the Training Awards in Health ResearchforRegion VI Scholars program of the Consortium which is building research competencies of 10 new health researchers every year at the same time producing quality health research proposals. If all 17 regional health R&D consortia would breed at least 10 new researchers every year with one research proposal each, there will be at least 170 quality health research proposals produced annually. After the session, Dr.Ferrer was interviewed on air by the DFWB Radyo ng Bayan Ilocos to synthesize the activities of the three-day celebration and highlighted the  importance of health research in our country.

In the Regional Research Paper Oral Competition (Professional Category), Dr. Irecson S. Casteel, a medical doctor from the Corazon Locsin Montelibano Memorial Regional Hospital, won 2nd place with his study entitled “Case Series: Split Thickness Skin Grafting Via Continuous, Negative Pressure Wound Therapy (NPWT) Using Aquarium Pump.” The competition has twenty-eight entries from the 14 regional health R&D consortia of the country.

The WVHRDC was also awarded with the Outstanding  Consortium Poster Exhibit for the second time since the competition started last year. The poster-making contest was undertaken in line with this year’s theme showcasing the activities of the consortium. This year, the WVHRDC poster highlighted the strategies of the Consortium in order to improve the quality of life of people in Western Visayas through health R&D. The tag lines on the poster were described as follows: “Research and Development: Generating Knowledge” located in the head of a human shape which implies that people in Western Visayas have unlimited concerns in order to generate knowledge about health problems and its solutions through conducting researches; “Human Resource Development: Developing Competencies” located in the right hand denotes that the Consortium is also giving significant attention in developing the interests and skills of local researchers with the continuing implementation of the health research trainings breeding quality researchers; “Research Utilization: Providing Solutions” located in the left hand accompanies the developing competency strategy in which the researchers are at the peak of contributing solutions to health-related problems and concerns highlighting the compilation of health research abstracts from 2005 to present; “Partnership and Linkages: Walking Together” found at the right foot of the human figure means continuing partnership among the members of the WVHRDC and other agencies whose mandate is anchored with the advancement of the quality of life of the Western Visayas people and; “Information Dissemination and Advocacy: Reaching Out” come across with partnership and linkages in order to spread the good news of solutions to health problems and to create awareness in health research through various media entities in fostering S&T based tools pursuant to healthier and more productive lives among Filipinos. In addition to these, inside the heart shape is the Kalusugan Pangkalahatan logo which serves as the heartbeat of the celebration.

Health and Development in MIMAROPA: The 1st MHRDC Health Research Forum

The MIMAROPA Health Research and Development Consortium (MHRDC) held its first health research forum with the theme “Health and Development in MIMAROPA” last December 11, 2012. A total of 24 participants from the different government agencies and State Universities and Colleges (SUCs) in MIMAROPA joined the event.

 

 

 

 

Dr. Jeter Sespene, MHRDC Chair, and Dr. Ma Josefina P. Abilay, MHRDC Co-chair opened the event with heart-felt messages acknowledging the presence of representatives of member-agencies, most especially, the SUC presidents who attended despite their, indeed, busy schedules in their respective institutions.  The Consortium Executive Director Dr. Fe V. Ricon also relayed a message of gratitude to all participants and attendees of the forum.

Four researchers presented their papers on health. Researches were as follows: Implementation of the Maternal Neonatal Service Delivery Network of Maternal, Neonatal, and Child Health and Nutrition Program in the province of Romblon: An Analysis by Dr. Venjune Tansiongco (Medical Officer III, Romblon State University), Assessment of Nursing Health Services at Ospital ng Palawan by Dr. Agnes Palao Chief Nurse, Ospital ng Palawan) , Mapping Tropical Diseases, Health Care Facilities and Indigenous Communities, Palawan, Philippines by Ms. Lizz Ardary (College Secretary, Palawan State University), and, Accessibility to Essential Medicines among Households of Selected Eco-tourism Barangays of Puerto Princesa City by Ms. Jane Vicente (College Secretary, Palawan State College).

Forum reactors were MHRDC Committee Chairs; Mr. Lester Anonuevo (Research and Development Committee Chair), Dr. Diosdado Zulueta (Capacity Building Committee Chair), Ms. Katherine Sanchez-Escalona (Research Utilization Committee Chair), and Ms. Cecilia Lopez (Assistant Regional Director, National Economic and Development Authority IV-B).

 

The consortium is planning to give awards in the coming 2nd MHRDC Health Research Forum in 2013.

National Multidisciplinary Research Conference

The theme of the conference is "Higher Education: Forerunner in Meeting Diverse Global Challenges" which aimed to promote healthy exchange of ideas from researchers of different disciplines throughout the country, and to broaden understanding on the important role of higher education coping with the many challenges of the present time. This conference facilitated the evaluation and dissemination of research output and identified and formulated policies and action plans that would address said concerns.

One of the Guest Speakers was Dr. Maria Lourdes K. Otayza, Chief of Hospital III of Mariano Marcos Memorial Hospital & Medical Center (MMMH&MC), City of Batac, Ilocos Norte and the present Chairman of the Region 1 Health Research & Development Consortium (R1HRDC). She focused on the topic, "Enhancing Practical Solutions on Health Problems Through Conventional Biotechnology in Drugs and Medical Plants" and elaborated on its rationale when she discussed about the PCHRD's National Unified Health Research Agenda for 2011-2016 which covers Drug Discovery & Development, Development of Diagnostic Kits for Priority Diseases, Genomics and Molecular Technology, Functional Foods, Hospital Equipment and Biomedical Devices, ICT in Health and Chronobiology.

The main objective of her talk was to challenge the audience, composed mostly of state university faculties and academic researchers all over the Philippines to encourage their students in health - related research.

Personnel of HRDCR IV-A member-institutions undergo seminar on Ethics in Health Research

True to its objective of building the consortium’s health research and development capacity through expanding research education and training opportunities, the Health Research and Development Consortium Region IV-A once again conducted the Seminar-Workshop on Ethics in Health Research (Basic Course). The seminar was held at De La Salle Health Sciences Institute (DLSHSI), Dasmarinas City, Cavite on April 18-19, 2013. The two-day activity has been organized in response to the number of request received from the members of HRDCR IV-A to repeat the training on ethics in health research held last October 3-4, 2012.The participants who attended April 2013’s event were mostly from the newly added member-institutions of Region IV-A and other members of Ethics Committees who were not able to attend the previous training.

The activity consisted of lectures and workshops led by Dr. Angelica D. Francisco, Chair of DLSHSI Independent Ethics Committee (IEC) and HRDCR IV-A Subcommittee on Ethics, Dr. Melchor Victor G. Frias, IV, DLSHSI Vice Chancellor for Research and HRDCR IV-A Convenor and Dr. Eleanor P. Padla, also a member of the IEC and Director of Research Administration and Development of DLSHSI Research Division. Lectures focused on the important concepts and principles of Ethics in Health Research that can be useful in resolving ethical dilemmas. The different controls for Ethics in Research were also discussed. The conference also provided a unique opportunity not only for the participants but also for the speakers to learn from each other’s expertise, challenges, conflicts and dilemmas.

As Dr. Frias said in one of his lectures, the participants are the most important member or person in a research study. The welfare and safety of the participants must be at the forefront of any research endeavour.

The organizers and speakers are hopeful that the training enhanced the delegates capacity as a researcher equipped with improved ethical judgement and decision making towards doing and advocating quality ethical research.***
